Rover Scouting in pursuit of service to the society

                  


A society is said to be developed after the well proportioned development of infrastructures such as; education, health, transport, communication, water resource, electricity, skilled manpower etc. A country sets its plans and policies as per its Physical, Geographical, Social, Economic, and Historical configuration. The strategy may differ from one country to another, but there is one similarity; the requirement of dedicated, supportive, autonomous, and responsible citizen. It would be cent percent true to say Rover Scouting is complementary to the formal education for shaping youth as the desired citizen. For instance, an engineer may acquire related knowledge through formal education. But he can think of serving mankind beyond himself  in a civilized way only after rovering during youth stage; the stage in which he is tempted to forget his responsibilities and duties for the sake of his instantaneous pleasure.                                                             Are we trying to make ourselves a true rover scout whose motto is 'Service'?
Before knowing how rovering can prove itself as a complementary to formal education, let's know what rovering is.
            Rover Scouting or Rovering
The founder Lord Baden Powell called
rovering as "a brotherhood of Open air and Service". The statement holds true today as he first made it. Rovers are the hikers on the open road and campers of the woods, able to shift themselves, but equally able and ready to be of some service to others. Their motto 'Service' is achieved after preparing themselves through a series of trainings.
All scout trainings are continuous and progressive, so is rover training. It is designed to occupy some seven to eight years of youths who are preparing themselves as a responsible citizen to the world in four different stages namely; Membership, Training,   Service and Leadership Stage. The training principles adopted in different stages is somewhat different. For now let's concentrate on Rover stage. The two main principles on which rover training is based are;

1.Rover training should incorporate the distinctive marks of scouting, the backwoods atmosphere and scout ideals of character and conduct.          

2.Rover training should have as its ultimate aim-the development of a balanced individual ready and willing to play his full part in community.


Based on the above principles there are basically two types of trainings provided to rover scouts                                                                                                                                                    A.Practical Training  
   B.CollectiveaTraining                                                                                                                                                                                                                                                                                                                                                                                                                                         

 Practical Training has four facets- training in Scout Craft, training by expeditions, the completion of a selected Projects , and training for service to others .A Rover's Practical Training is designed to encourage the type of young man who is likely to benefit from rovering to join the crew; to assist him to acquire the skills on which his future service can be based ; and to build him up physically. But in addition it is aimed at the development of certain desirable attributes of character .It provides many opportunities for putting Collective Training into action and giving it point and meaning; in addition, by emphasizing service to others.

  Collective Training refers to the crew working as an entity for the benefit of its members and fulfills three functions. It helps to broaden the Rovers' outlook, putting them in worthwhile and lasting interests as it takes place in an atmosphere of brotherly friendship and mutual assistance. It helps in preparing rovers for their future responsibilities as an adult member of community. It is also designed to develop the spirit of Scout good Turn into an attitude of eager readiness of service in the widest sense to the world.       
  
From the above mentioned training principles and trainings, one can come to the generalization that Rovering is an educational movement which contributes to the development of an autonomous, supportive, responsible and committed citizen to the society.                                                                                                 
Is Nepal Scouts creating an atmosphere for all the Rover Crews in Nepal for above mentioned trainings on the basis of required principles in a non discriminative policy?
                                                                                                             Rovering; Purpose and Aims
Purpose and Aims are synonyms but not exactly same. Your purpose for doing something is your own reason for doing it. In contrast, your aim is what you want to achieve for something.
A Cub's purpose may not be the same with a rover's purpose. A cub’s purpose may be to learn to try to do the best out of its work, but a rover's purpose may be to develop his full potentials as a responsible citizen. Never-the-less, the aims of both the scout sections is same as per the aims set by World Scout.

Relation between Purpose, Aims and Infrastructure of Development
                                                                                                                                    As mentioned earlier, there exists a co-relation between purpose, aims and the most important generalized infrastructure of development. From the above mapping diagram we can say that there is a close association between the elements of one set (Purpose) with another set (Aims) based on the property possessed by them i.e. the purpose is necessary for achieving the aims of scouting. So, they are in a close relation with each other and one of the essential infrastructures of development; skilled, responsible and committed manpower.
                                                                                                                   We can also write:
Relation r tells us that r={(P,A);P is essential for achieving A} and responsible and committed youth in the pursuit of development.
Now let’s discuss how these components are related to each other;    

  •   r(1,I)-Relation between development of Physical Potentialities and Physical strength

 The physical trainings such as Hiking, Trekking, Commando Bridge, Rock climbing etc. enhance the physical potentials of a youth and makes him healthy. It is well l said: 'Healthy mind rests in healthy body.' A physically person can actively participate in all forms of developmental activities. He can keep positive attitude towards his society and towards his potentialities as well.
Thus we can say that Rover Scouting prepares physically fit and healthy citizen for the development of society.


  • r{(2,B), (2,C), (2,D), (2,E)} - Relation between development of Intellectual Potentialities and International Cooperation, Higher Standard of Living, Industrial Growth, Agricultural Productivity

The Practical trainings provided to Rovers such as participation in projects, seminars, workshops, trainings develops the Intellectual Potentialities of a Rover Scout. An intellectual person who is well informed about the hot and happenings around the world can maintain a well established relation at international level. During Rover Moots, the Rover Scouts from all over the world can share their ideas which can flourish a friendly as well as a mutuality beneficial relation for the development of society.
In the same way, the intellectual ability determines the living standard of a person. Greater the intellectual ability, higher is the living standard.
Likewise, the developed intellectual potentialities of a rover create ample opportunities for him to play a vital role in the development of industry. The operation of Hi-tech machineries and appliances, proper management system, flourishing market policies, production of quality goods in minimal cost etc are some of the factors of industrial growth in which an intellectual rover can prove himself much more efficient than unskilled manpower.
Similarly, scouting aims in the development of agricultural productivity by developing intellectual ability. Use of modern appliances, improvised seed, proper use of chemical fertilizer, insecticides and pesticides can increase the efficiency of agricultural production. In addition, it helps in quality of grown food crops and cash crops which improves the living standard of people. This can be achieved through the development of intellectual potentialities of a Rover Scout.   

  • r{(3,A), (3,B), (3,F), (3,G)}- Relation between development of Social Potentialities and World Peace, International Cooperation, Self disciplined and self reliant, Participating Citizen.

Training Principles of Rovering focuses on the development of Social Potentialities as well. The collective training enhances the social potentialities of Rover. Working in a team for a common objective brings Group Dynamics. This teaches a Rover Scout about the importance and benefit of working in a team system. The positive attitude thus developed helps him to acclimatize in all sorts of heterogeneous group. This surely helps to create a socially responsible citizen who is aware to bring the best out of his team as he has already learnt the values of mutual co-existence, cooperation and discipline. When a Rover Scout develops his Social Potentialities, he can better serve his society by maintaining World Peace, International Cooperation, being self disciplined and self reliant and as a Participating Citizen.
A Rover Scout participates in different projects to maintain World Peace. When an individual learns to foster values for mutual co-existence among each other, it will in turn bring peace in society, nation and eventually throughout the world.
Likewise, scouting being an international educational movement, it can develop a feeling of being alike in Rovers of international villa. They can get together in the form of different international programmes; conventions etc. where they develop mutual cooperation in a heterogeneous group and bring Group Dynamics to form international cooperation.
In the same way, a socially well developed Rover Scout can always groom himself as a self disciplined and self reliant person. Training Principles always bind him within laws and promises that teach him the importance of self discipline and importance in team, develops his self confidence which eventually prepares himself as a self reliant candidate for fulfilling all the responsibilities provided to him.
Similarly, a self disciplined and self reliant Rover is always proven as a participating citizen who is aware of his responsibilities towards the development of his society.

  • r{(4,F), (4.H)}-Relation between development of Emotional Potentialities and Self disciplined, self reliant and Competent and Honest Leadership

Rover scouting develops an Emotional Potentials of a youth during Training Camps and Service Camps, a part of collective training. He learns to distinguish his negative emotions from positive ones. This factor helps to develop Self disciplined and self reliant youth for Competent and Honest Leadership. Good leadership is the most important factor for the development of society.

  • r{(5,A), (5,J)}- Relation between development of Spiritual potentialities and World Peace, Spiritual potentials

The proper development of a human body is accompanied with proper development of all the body parts. Similarly a well proportioned development of an individual as responsible and committed citizen includes development of Spiritual Potentialities too. Spiritual Potentials relate a person to the Truth, Love, Affection, and Fraternity etc. as a whole to the supreme power which he may find in the form of the God, Parents, Teachers or principle which directs his life.
Spiritual strength in a person plays a vital role in maintaining World Peace and a youth can learn to develop his Spiritual Potentialities through rovering.
                                                                                              Conclusion

Thus, considering the inter relation among Purpose, Aims and development of Responsible, Committed, Autonomous and Supportive Citizen, one can come to the conclusion that rovering is the comprehensive and complementary to the formal education. It is an educational movement in pursuit to the development of society especially at present context when youth have developed an unhealthy competition in the name of modernization. Cheating has become very common. No one realizes the importance of life value based education and acquiring knowledge on the same basis. Everyone is busy in preparing themselves to fill up their certificates with only paper based good marks whatever their way be. Not only students, even some of the educational institutions follow the same unethical and illegal principle. There is no consideration for quality education, what they need is just the increase in the quantity of students. The orientation towards money has increased so much that no one cares for the other. This has created chaos in the society.                                                                                                                                               How can we expect the development of country with such temptations of people? In this situation the best alternative is to accompany formal education with Non-formal education such as scouting which focuses on quality rather than quantity or making money. The increased level of discipline, morality, responsibility bearing capacity, enthusiasm, perseverance taught through scouting helps to overwhelm the chaotic situation in society. So, let’s strongly urge our belongings to join this educational movement of brotherhood and fraternity to foster and flourish peace to make this world a better place to live in.
